I can't tell you the "best" method to capture a still but if you have a video editing program that supports the type of file, they usually have a still extract feature. In M$ Windows, you can also fool the "Print Scrn" key - usually you will just get a black screen from video but try this: Pause your video on the frame you want, then minimize it. Open up any other application full screen, then minimize it and return to the paused video and hit the "Print Scrn" key. Viola! This should copy the screen to the clipboard so you can paste it into whatever photo / graphics editing program you want from M$ Paint to Photoshop.

For mpeg 2 to get aspect correct:
Video>Filter>2:1 vertical Reduction or Video>Filter>Add>Smart Resize

Scrub timeline to place you want a still
Set The In Mark on a frame and the Out Mark (the 2 little sideways check marks at the right end of the bottom buttons) on the next frame
File>Save Image Sequence
You get a 1 frame BMP or Targa
